The Chamber of Commerce and Industry of the Pskov region invites to cooperation!

The CCI of the Pskov region (CCI) is nongovernmental nonprofit organization, the activity of which is regulated by the Law of Russian Federation “On Chambers of commerce and industry in Russian Federation” # 5340-1 d.d. 07.07.1993. The Chamber is the member of CCI of Russian Federation and the member of Association of chambers of commerce and industry of North-West Federal district of RF.

Though in the year 1994 the number of membering companies was only 16, nowadays the CCI unites on the voluntary basis over 460 enterprises and organizations of the Pskov region, representing small, medium and large-scale business. They are – the most active part of entrepreneurship in region. Becoming a member of the CCI of the Pskov Region companies and organizations become at the same time the members of the CCI of the Russian Federation.

16 years experience of activity of Chamber on assistance to development of regional business and its consolidation, growth of member base witness the fact that the companies prefer membership of the CCI to other associations of entrepreneurs. The Chamber of Commerce and Industry has always been the most authoritative and really independent organization that unites business of all brunches, presents its segments from small to large, express and protects the interests of entrepreneurship in general. The Chamber of Commerce and Industry presenting the interests of regional business conducts constant and constructive dialog with state bodies at all levels and general public of the Pskov Region.

The Pskov region is the only subject of the Russian Federation, which borders at once with 3 foreign states, two of which, Latvia and Estonia, are EU members, therefore international cooperation is the priority line in activity of CCI of the Pskov region. The major emphasis is on development of boundary business cooperation.

The last thing could be impossible without active business links with partners and colleagues from bordering countries: the Latvian Chamber of Commerce and Industry (LCCI) and its regional branch in the city Valmiera; the Estonian-Russian Chamber of businessmen (ЕRPP) in Tallinn, Vitebsk branch of the Belarusian Chamber of Commerce and Industry. Besides active foreign contacts the CCI of the Pskov Region supports good business links with colleagues in the system of regional Russian chambers of commerce and industry. In 2010 due to partner links with foreign colleagues the Chamber managed to organize the following events useful for business such as:

visit of the delegation of experts to Estonia aimed at acquaintance with development of production branch of nonalcoholic and low alcohol beverages and experience exchange with colleagues;
participation of the delegation of the CCI of the Pskov region in the international technical exhibition «Tech Industry» in Riga and business meetings with the Latvian companies;
visit of the delegation of the Chamber to Vilnius aimed at development of cooperation with the Lithuanian companies;
joint with members of the CCI participation in the collective stand of the Pskov region at exhibition «Saint-Petersburg – Russian regions and foreign countries» and IV Petersburg Partneriat «Inter-regional and international cooperation of small and medium business»;
participation of the delegation of the CCI of the Pskov region in exhibitions-fairs: «Slavyanskij Kalejdoskop» in Vitebsk and «Entrepreneurship days of Vidzeme region» in Valmiera (Latvia);
traditional international conference at the Day of Russian Entrepreneurship in 2010 devoted to role of small and medium business in economy of the Pskov region. The conference has been taken part in by representatives of business elite of Byelorussia, Poland, Latvia and the Pskov region;

In 2010 the Chamber together with regional and foreign partners, with support of Administration of the Pskov region organized in Pskov 2 international actions: in June - the Russian-Latvian business forum and contact exchange of businessmen and in September - contact exchange of the Pskov and Estonian companies within the frame of the International business forum "Pskov-2010".

At the same time with the Russian-Latvian business forum joint meeting of the Russian-Latvian and Latvian-Russian business councils was organized in Pskov by the CCI of the Pskov region. The joint meeting of two partner non-governmental organizations allowed its participants – representatives of business, authority, CCI, diplomatic structures of Russia and Latvia - to put from the list of the problem questions hindered development of joint business the most actual and to offer ways of their decision at level of frontier cooperation. Partially these offers were realized, as, for example, assistance in the accelerated passing of border to heads and owners of joint business.

CCI of the Pskov region maintains partner relations with Chambers of Commerce in Latvia, Lithuania, Estonia, Byelorussia, Ukraine, Germany, Poland, Sweden, Finland, Denmark, Czech Republic and USA. In 2010 cooperation agreements with Valmiera department of Latvian CCI, Estonian-Russian Chamber of businessmen (Tallinn) were prolonged, the contract with the Vilnius Chamber of Commerce, Industry and Crafts was signed.

The Chamber supports active information exchange with consular offices and organizations assisting to establishment and development of cooperation between national and Russian entrepreneurs. Our reliable partners are: St. Petersburg office of Representation of German economics in RF, Representation of Hamburg Chamber of Commerce in Saint Petersburg, Stockholm Representation in Saint-Petersburg, Sweden Commercial Council, North-West Russian-Lithuanian Business-club, Pskov Chancellery of Consulate General of Estonia in Saint-Petersburg, Consulate of Latvian Republic in Pskov, Consulates General in Saint-Petersburg of the following states: Great Britain, Germany, Sweden, Denmark, Finland, Lithuania, Republic of Poland, Ukraine, Saint-Petersburg department of the Embassy of the Republic of Belarus in RF.

The Management of CCI of the Pskov region: President - Zubov Vladimir Anatolyevich, Vice-president – Koval Sergey Ivanovich, Vice-president - Alekseev Alexander Nikolajevich.

The Chamber created LLC «CCI-Service», having the representation in Velikie Luki. The head of Velikie Luki office is Kriklivets Vasiliy Nikolajevich. The branch of LLC «CCI-Service» provides the same as CCI of the Pskov region spectrum of services for business and supervises the members of Chamber, operating in south part of the Pskov region – cities Velikie Luki, Novosokolniki, Nevel, Sebezh - it is, for today, more than 100 enterprises, organizations and individual entrepreneurs.

Registration & communication with CCI members Department conducts work for effective providing of communication with members of Chamber and municipal authority. The members of the Chamber interested in services address the department with certain questions and requests: to place commercial offer at the web site of the Chamber, to make mailing according to the CCI RF system, to help in searching a partner, to choose business or contact information, to prepare programs of individual business visits to the Russian regions or abroad and to solve many other problems. The department also conducts work in attracting new members to the CCI and helps them to fill in all the documents. Besides the department involves the members of the CCI in discussing federal law projects, compile offers and send them to profile committees of the CCI of Russia.

Interregional relations & business cooperation Department of the Chamber holds business activities, trade missions, visits of delegation of specialists to exhibitions and other business activities assisting to entrepreneurs in expansion of horizons of business communication. The aim of such actions is expansion into new markets, exchange of experience, acquaintance of new technologies, creation of business contacts with potential partners in Russia and abroad. One may also receive help in being sent to foreign business trip within the framework of active business trips.

For Russian and foreign companies interested in investments to the Pskov region, the Chamber makes expertise of investment projects, marketing research, assists in finding production site, consults in staff recruitment and establishment of customs logistics for future production. This range of services is rendered by Department of consulting and entrepreneurship development.

Other direction of activity of department is organization of seminars, trainings, presentations, conferences for information-consulting support of managers and specialists of companies. In 2010 for various target audiences Department organized 20 specialized seminars and presentations, and also more than 10 webinars (Internet seminars) on different themes: «Foreign economic activity of enterprises in conditions of the customs union of Belarus, Kazakhstan and Russia», «Successful innovative project. From choice of idea and attraction of investor to entrance to the market», «How to capture the full benefits from exhibitions», etc.

The consulting department together with legal department of Chamber organizes for businessmen in Pskov and districts of region practical seminars on the questions of legal support explaining separate aspects of the legislation, responsibility and means of legal defense, gives practical recommendations.

For entrepreneur beginners in partnership with regional employment service Department conducts specialized training seminars «Entrepreneurship and algorithm of setting up own business».

Certification, independent examination and assessment department issues certificates of origin for the enterprises exporting products abroad.

Also the experts of department perform criminalistic expertises: tracing, vehicles examination, handwriting expertise, cold arms examination, technical-and-criminalistic examination of documents authenticity, infringing products etc. Yearly department issues more than 1000 certificates of origin and as many expert reports of different kind.

The CCI having available all required licenses executes assessment activity.

The CCI specialists appraise all kinds of property, as well as business valuation. Besides, there is available expertise on vehicles appraisal, particularly, appraisal of market and customs value of vehicle, assessment of damage caused by traffic accident, calculation of vehicle commercial value loss.

Since 2010 the examination department provides expert consulting services for legal bodies, individual entrepreneurs and citizens, including working out and examination of sections of design works in area: engineering and technical measures for civil defense and for prevention of natural and man-made emergency situations; measures for ensuring the fire safety (preparation and examination of Declarations of Fire Safety); inspection of building constructions and structures (Work permit certificate of SRO NP «ORSKB» from 17.11.2010 # P-081-104-13112010).

Juridical service of the Chamber is also worth attention. Commercial arbitration at CCI of the Pskov region helps parties to settle disputable problems, before refer to arbitration court. Legal department of the Chamber works with the members of CCI as well as with other firms and private persons, interested in qualified legal support. It became the rule that the Chamber can be addressed not only by its members but also by private bodies.

In 2010 the Chamber represented the interests of the representatives of business in 38 cases of different categories in Arbitration court of the Pskov Region, the Fourteenth arbitration court of appeal (Vologda), in the Federal arbitration court of the North-West district (St. Petersburg), in the High Arbitration court of the Russian Federation, in the Pskov and Velikie Luki city courts and the Pskov Regional Court. 9 decrees on imposition on enterprises or heads of enterprises administrative sanctions proved unlawful. More than 800 thousands rubles of indebtedness have been recovered on the delivery contracts. A list of decisions of municipal bodies have been proved unlawful.

In the order of law enforcement initiative offers on changes and additions to the federal laws and codes to protect the interests of subjects of entrepreneurship activity have been worked out and send to the CCI of Russia.

Samples of documents (claims, contracts, applications) have been worked out for future entrepreneurs for better judicial and out court protection of their rights.

PR, contacts with regional and federal Mass Media, issuing and advertisement activity – enter the competence of the PR department. One more activity is support of the web site of Resource center of small and medium business of the Pskov region www.msb-pskov.ru. Main aim of this resource created with support from the Russian-Danish program of assistance to economic development of the Pskov region (EDSP) is granting of all-round information and consulting support for business development. Specialists of the department prepare the magazine of business community “Business course: Pskov Region” (5 times per year), annual catalogue “Business directory of the members of the CCI of the Pskov Region” and several other business publications. All issues of “Business course” are presented at the web site of the Chamber www.cci.pskov.ru.

The Translation Department of the Chamber offers services on interpretation and translation from foreign languages to Russian and from Russian to foreign languages. There are written translations of documents related to foreign economic activity, in particular: bank documents, contracts, CMR, Cargo Customs Declarations, invoices, price-lists, technical documentation etc. The Chamber specialists assist to firms in telephone negotiations in foreign language on issues related to foreign economic activity. All translations are certified by the seal of the Chamber of Commerce and Industry of the Pskov region.
